Abstract: This Act makes provision to enable Scottish Ministers to authorise transport developments and makes modifications to existing legislation, on road and harbour developments, to ensure there is consistency in the authorisation process. It also establishes revised procedures for the making of Pilotage orders and enables the Scottish Ministers to make grants and loans for the purchase of certain properties in consequence of a transport development.
